Herrlnglon, Debtor Bankruptcy Case No. 90-00149E Gary V.Sklba, Esquire, Interim Trustee Motion No. 91-197 ment and inventory would add about $325 million to the state treasury. He estimated another $32 million to $50 million in tax revenue would be collected by the state each year. Proponents of the idea say tax revenue would increase because private companies selling liquor would pay corporate tax, in addition to liquor taxes already being generated.

The proposal faces a rough road, since other Senate Republicans and many Democrats are opposed to It. Among the doubters is state Sen. John Shumaker. who chairs the Law and Justice Committee, which would have to act on the bill. Fisher and Greenleaf said the state's potential $1 billion deficit would entice some former opponents to support the measure this year.

But Ed Cloonan, president of the Independent State Store Union, said the plan would serve only to make alcohol more readily available and to make newspapers richer through increased advertising The Pennsylvania State Police, which is responsible for enforcing liquor laws, said the plan would lead to more drunken drivers and traffic deaths and an Increase in liquor-related crimes. Casey's spokesman, Vlnce Carocci, added, "Nothing changes the governor's view that a control system Is the best public policy, and to suggest that this is somehow going to relieve us of economic difficulties by raising a windfall of revenue is not sound fiscal policy either." HARraSBIO AP)- Two Senate Republicans put a new twist on an old idea Wednesday, saying the state should sell Its liquor stores arid use the profits to help ease budgetpfoblems. State Sens. D. Michael Fisher.

R-Alleghe-ny, and Stewart Greenleaf, R-Montgomery, said private stores would provide lower prices to customers, create new jobs and bring more money into the state treasury through higher tax collections. The legislation, which they said would be introduced in the near future, came under immediate attack from unions representing state store workers. Gov. Robert P. Casey and some Democratic lawmakers.

Similar proposals in the past have failed. Under the plan, the state would sell Its liquor stores to the highest bidders by Jan. 1 A person or corporation would not be able to own more than 1 0 stores. Also by that date, the Liquor Control Board would establish a private wholesale system for wine. In the second stage, an unspecified number of supermarkets and convenience stores would be able to sell wine, and in the final stage, the state would sell its wholesale liquor operation.

Voters could decide whether private liquor or wine licenses should be Issued in their municipalities. During a news conference at the Capitol, Greenleaf said the state-owned liquor system is an "antiquated dinosaur. turned into a monster that we can't put out of its misery." Fisher said selling the licenses, equlp- vs. Michael T. Smith and Margaret A.
