THE OPPORTUNITY:
The Park District is currently recruiting for an experienced Civil Engineer in the Restoration Projects Unit, located at the Park District's Administrative Office, 2950 Peralta Oaks Ct., Oakland. The hiring pools established from this recruitment will be used to fill the current and additional vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU'LL BE DOING: Under direction, performs professional engineering design for civil engineering, capital, and major maintenance construction projects; designs and prepares contract drawings, engineering specifications and cost estimates; develops, negotiates, and administers consultant service and construction contracts; and performs related duties as assigned. This position reports to the Chief, Manager, or designee. May provide lead direction to technical, professional, or support staff and/or volunteers.
IDEAL CANDIDATE:

  • A professional Civil Engineer and experienced project manager;
  • Skilled in leading project teams, keeping projects on track and within budget;
  • Technically adept in the use of civil engineering software and CAD programs; and
  • Capable of forging and utilizing collaborative relationships to accomplish work goals.
  • Previous experience working in a public agency is a plus.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Serves as Project Manager and Engineer of Record for professional engineering work identifies project scopes, designs, prepares contract drawings, engineering specifications and cost estimates for a variety of capital and maintenance projects;
  • Acts as resident engineer on construction projects;
  • Prepares requests for proposals and administers construction and consultant service contracts;
  • Researches, advises, and coordinates with contractors, construction managers, outside engineering consultants, and Park District staff to resolve complex engineering problems;
  • Obtains, reviews and directs the collection of field data (surveys, geotechnical investigations, water quality analysis);
  • Performs complex engineering design calculations for grading earthwork, utilities, pavement, hydrology, hydraulics, and structures;
  • Oversees and manages project timelines and budgets;
  • Performs construction feasibility analysis;
  • Coordinates work of consultants, engineers, developers, contractors, and other departments with outside agencies;
  • Makes field inspections of construction in progress;
  • Prepares project documents, correspondence, presentations, budget analyses and participates in grant application preparation and administration;
  • Prepares, acquires, and administers regulatory and required permits and agreements with other agencies; and
  • Performs related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor's degree from an accredited college or university with major course work in civil engineering, or a related field,

and

Experience: Five years of civil engineering experience, including two years at a project management level.

Substitution: A Master's degree from an accredited college or university with major course work in a related field may be substituted for one year of the required experience.

License or Certificate:

  • Registration as a Professional Civil Engineer with the State of California.
  • Possession of a Qualified Storm Water Pollution Prevention Plan Developer (QSD) certificate must be obtained prior to completion of probation.

Additional Information

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Civil engineering principles, materials, and techniques of engineering and construction;
  • Engineering economics and calculations, including pavement design, hydrology, earthwork, hydraulics, structures, sewage treatment and disposal, water supply treatment and distribution;
  • Public contracting code requirements for bidding and contract administration
  • Current building and design codes;
  • Cost estimating; and
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:

  • Use civil engineering software and computer aided (CAD) drafting;
  • Effectively analyze, identify, and recommend engineering alternatives;
  • Effectively manage projects and lead others in the performance of complex professional and technical activities;
  • Administer consultant and construction contracts;
  • Effectively manage delivery of public work improvement projects in highly regulated, ecologically sensitive settings
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications;
  • Communicate clearly and concisely, both orally and in writing; and
  • Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT:

  • Must pass a Level 1 Background Check, which includes employment history verification, employee reference check, education or certificate verification, and criminal history review.
  • Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.
  • May be required to attend public hearings and other meetings which may be scheduled outside of normal work hours.

East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
